Russian cellular operators will be able to jointly use the frequency bands they have issued, which should help the development of the "fourth generation" of mobile communications in the country. The joint use of base stations by operators is envisaged. Corresponding amendments to the law "On Communications" have been submitted to the State Duma by a member of the Federation Council Ruslan Gattarov, Izvestia reports. A similar draft is being prepared by the Ministry of Communications, but its coordination with other agencies is not yet complete.
A year ago, they promised to draft such a law in the Ministry of Communications, promising to prepare necessary amendments in the near future. The combination of available frequency bands will allow operators to increase the data transfer rate. In addition, now the operator can not occupy the entire allocated band - on its borders, it will inevitably create interference for the network of another company.
In Russia, when four-generation frequencies were allocated for competitions in 2011, four operators (MegaFon, Rostelecom, VimpelCom and MTS) received two 7.5 MHz bands in the lower band (about 800 MHz) and on two bands of 10 MHz in the "upper" (about 2500 MHz). When combining frequencies, each of the operators will be able to use 60 MHz in the "lower" band and 80 MHz in the "upper" band. This will make it possible to approximate the technical capabilities of 4G in Russia to the European level, where each operator uses 60 to 100 MHz.
At the same time, the bill has a protective mechanism that does not allow the receiver of frequencies to not use them themselves, but only to lease them.
"Spectrum sharing can be implemented only between operators with the same rights to use the spectrum in other frequency bands and similar licenses," Gattarov said in an explanatory note to the bill.

But the package proposals of the Ministry of Communications also provide for the creation of an information system (to avoid the paper form of permits), the notification procedure for registering radio electronic means, a much simpler mechanism for sharing licenses. At present they pass the procedure of coordination with the departments, the press service of the Ministry of Communications reported.
Representatives of cellular operators will in principle arrange both bills.
"Sharing frequencies will improve the quality of services, in most cases the data transfer rate will increase," said MegaFon spokeswoman Yulia Dorokhina. - The project of the Ministry of Communications is more complex, it deals not only with frequencies.
Representative of VimpelCom Anna Aybasheva noted that the adoption of amendments will allow operators to save on the construction and operation of networks.
But the head of the information and analytical agency TelecomDaily Denis Kuskov warns that the joint use of base stations will increase the risks of cellular operators.
"In case of a problem, one operator will suffer subscribers of other companies," he said.
At the same time he reminded that now the statutory deadlines for state acceptance of the base station are 30 days, but they are violated everywhere. According to him, it is necessary to change the procedure for receiving base stations in order to protect operators from such risks.
